Because of a vast number of constraints and the complexity of relationship among the constraints, the problem is known to be of hard class. In this paper, a decision support system is proposed to assist the decision makers in solving the university course timetabling. The proposed system produces a feasible and satisfactory solution. The system consists of four sub-systems (1) a database, (2) a dialogue component, (3) a process component, and (4) an optimization component. In order to implement the decision support system, the required software package is developed in C# and Microsoft Access database management system is also used. The optimization component utilizes graph coloring heuristics to solve the problem. The approach of the research is field study. The proposed decision support system has been applied to the faculty of humanities at the Persian Gulf University of Bushehr. Furthermore, it would be taken into consideration as strategic need in the competition among different countries. Hence in this paper, a new knowledge strategic management framework was developed with emphasizing on knowledge based innovation, upon up studying knowledge management models, knowledge strategic management, innovation and innovation knowledge (knowledge based innovation). Developing new conceptual model was done on the basis of comprehensive review of knowledge management literature which applys in innovation management. The presented model has two layers including five main stages: knowledge based innovation and business alignment, vision and mission, gap analysis, defining goals based upon innovation needs in each of the knowledge areas, road map planning, and finally monitoring achievement of the goals. For validation of the framework, the components of the knowledge strategic management models were gathered and examined by a questioner, then in the next step using T statistics test, significant of the criteria (which explored from literature) was measured by SPSS software, finally with a new advance multi criteria decision making method which is called evidential reasoning based on 17criteria, importance of current models and proposed model were compared and ranking accomplished. It has been over a century that performance assessment has been a significant issue for management and actually has been performed in different ways. The current study aims to discover the effect of e-mail on performance assessment. Therefore, mixed method has been used. The research method for the first step is qualitative and then survey method (quantitative) has been used for the second step. Research sample consists of 15 professors and PhD students for the qualitative study and 180 people are taken for quantitative study. The method of Data gathering was snowball sampling and has been simple random survey. Data of Qualitative research identifies 8 major themes and quantitative data analysis is 64% of variance, using the exploratory analysis. The results show that performance assessment affected by IT and its deficiencies are interpreted from the point of technology. Lack of non-verbal communication and body language fluctuates the assessment and causes misunderstandings. Results indicate that the identified structural factors have significant effects on knowledge management. There are meaningful difference between the existing and the appropriate situation of foregoing factors. This study aims at developing a methodology to evaluate the KM effectiveness under fuzziness in research organizations. In order to develop such a methodology and to define measures of KM effectiveness, first the relevant literature were studied thoughtfully, in the next step, the opinions of the experts, specialists, scholars and professionals in IT and KM systems and senior managers in Iran’s research organizations were gathered through in-depth interview and consultation. Linguistic data that people use in their judgments may result in ambiguities. To decrease these ambiguities, linguistic terms based on the extent fuzzy analytic hierarchy process (FAHP) - as a multi-attribute decision making approach- are used in this study. 34 measures, which are the major variables to evaluate the KM effectiveness, have been defined under six main measures: Human resources, leadership and organizational structure, knowledge creation and acquisition, knowledge storage and security, knowledge sharing, and knowledge utilization and updating. The results indicate that “human resources” is the most important measure. The other 5 criteria in order of importance are the “Knowledge Sharing”, “Leadership and Organizational Structure”, “Knowledge Utilization and Updating”, “Knowledge Creation and Acquisition” and “Knowledge Storage and Security”.
